The Islamic State-Khorasan Province (ISKP) claimed responsibility for the attack on the same day. ISKP is the Afghan branch of the international terrorist group Islamic State (IS). The US has said that ISKP's claim is correct according to its intelligence.

ISKP posted on social media about the attack. Experts say the attack is the latest example of IS turning around after defeats in Syria and Iraq. At the same time, Afghanistan has emerged as an important base to achieve the objectives that IS is working towards.

A book titled 'The Islamic State in Afghanistan and Pakistan: Strategic Alliances and Rivalries' was published in 2023. One of the book's two authors is Amira Zadun, assistant professor of political science at Clemson University in South Carolina, USA. He told Al-Jazeera, 'If ISKP is definitely responsible for the attacks in Russia, it indicates that there was a gap between the goals they have been talking about and their actions. ISKP's aim is to target geopolitically influential countries in the Middle East and South and Central Asia.'

Two months before the Moscow attack, there was a suicide bombing in the Iranian city of Kerman. More than 90 people were killed and about 300 injured in that attack. ISKP also claimed responsibility for that attack.
